Wisconsin titles foreign vehicles without a U.S. compliance label with a 'NON USA STANDARD' brand and allows only collector plates.

At a glance
- Import ease (where verified): Titleable, but branded or limited to restricted plates. Vehicles without a U.S. certification or registered-importer label can be titled but are branded and limited to collector plates.
- Kei / mini-truck: Official source allows it only with stated limits. A kei without an FCL or RI label gets a 'NON USA STANDARD' title brand and may only be registered with collector (special interest) plates; the page cites Wis. Stat. 341.10(6) for model year 1970 and newer.
What the official sources say
- Wisconsin DOT: federal law requires title and registration of foreign vehicles to show they meet U.S. standards, by a Federal Certification Label (FCL) or a Registered Importer (RI) label. Vehicles with either label can be titled and registered for any plate type.
Source: Wisconsin DOT: Title and registration for foreign (gray market) vehicles - Wisconsin DOT: 'Vehicles without either label can be titled in Wisconsin but will display "NON USA STANDARD" on the title. Vehicle titles with this brand may only be registered as a special interest vehicle (collector license plates), as stated in Wisconsin statutes s.341.10(6).'
Source: Wisconsin DOT: Title and registration for foreign (gray market) vehicles - Wisconsin DOT: vehicles of model year 1970 and newer can get regular auto or light truck plates only if originally built to all applicable U.S. FMVSS or brought into conformity by an NHTSA-registered importer (s. 341.10(6)). The page notes NHTSA and EPA allow import once a vehicle reaches a certain age but leave titling and registration to each state.

Not verified (do not rely on ImportClock for these)
- Wis. Stat. 341.10(6) itself was not read, and the page does not list customs documents, fees or use limits for collector plates.
- The page does not say how kei vehicles are classified.
- Another WisDOT page that appeared in search says foreign titles cannot be processed through eMV and must be mailed with the original title; its content was not read.
