At a glance
- Import ease (where verified): Official sources state barriers or hold-ups for typical 25-year imports. Title statute for vehicles not made for U.S. sale requires EPA/DOT bond release letters and has no age exemption in its text; mini-trucks are carved out.
- Kei / mini-truck: Official source describes a kei / mini-truck title or registration path. 47 O.S. §1151.3: mini-trucks are titled and registered like other vehicles and may use roadways except Interstate highways; §1105(F) says the bond-release-letter rule does not bar titling mini-trucks. Whether a given kei meets the mini-truck definition (OAC 260:135-7-126) was not read.
What the official sources say
- 47 O.S. §1105(F): when registering for the first time a vehicle not originally manufactured for sale in the U.S., Service Oklahoma requires valid proof of ownership from the country of purchase with a notarized translation and, as proof of federal compliance, copies of EPA and DOT bond release letters plus an IRS receipt that the federal gas-guzzler tax was paid; it will not issue a title without them. The text read contains no age exemption.

- The statute text was read on Justia's copy; Oklahoma's own legal site and Service Oklahoma pages returned HTTP 403 to direct fetch and were not read.
- How Service Oklahoma applies the §1105(F) bond-release requirement to non-mini-truck vehicles imported under the 25-year exemption was not found.
- The definition of 'mini-truck' (OAC 260:135-7-126) and Service Oklahoma's 2025 manual checklist were not read, so it is not verified that a particular kei vehicle qualifies.
