New Jersey: titling an imported car
New Jersey titles foreign vehicles only through a central MVC Special Title Unit by mail; local agencies cannot issue the title, and the vehicle must be titled before it can be registered.

What the official sources say
- NJ MVC: you must submit your request for a title on a foreign vehicle to the central MVC office; local MVC Agencies cannot issue this type of transfer. Call 609-341-5718 to confirm the required paperwork. Mail to: Motor Vehicle Commission, Special Title Unit, 225 East State Street 2 East, Trenton, NJ 08666.

Before a foreign vehicle can be registered it has to be titled in New Jersey; once it has a title, any MVC Agency can register it. A Canadian title in your name can be titled and registered at any MVC Agency.
Source: NJ MVC: Foreign Vehicles - NJ MVC lists a Foreign Title Unit contact (609-341-5718, MVCForeign@mvc.nj.gov) on its improper-evidence-of-ownership page; that procedure is available only to New Jersey residents, businesses and dealerships.

Not verified (do not rely on ImportClock for these)
- Retry result: the MVC foreign vehicles page loaded and was read. The MVC form PDF 'Instructions for Vehicles Purchased Directly from an Out of Country Manufacturer' appeared in search with a document list (MCO, OS/SS-7, shipping document, EPA 3520-1, CBP 7501, HS-7, VIN tracing, bill of sale, fee), but its URL returned HTTP 404 on 2026-10-17, so it is NOT relied on here.
- No official New Jersey page was found that gives the document list for a used overseas vehicle, how a vehicle imported under the 25-year exemption is handled, or kei treatment. Call the Special Title Unit before buying.
- Fees, sales tax and emissions/inspection requirements were not verified.
