What the official sources say

  1. Nevada DMV Registration and Title Guide (revised April 2025): a foreign or gray-market vehicle is one made for sale in another country that may not meet U.S. safety or environmental standards and is not imported through the manufacturer's U.S. distribution system. 'Once in the United States, these vehicles must be brought into compliance, exported back out, or destroyed.'

  2. Same guide: all of the following are required to register and title a gray-market vehicle: the foreign MCO/MSO or outstanding title (or a manufacturer statement that none was issued, or one saying to whom the manufacturer assigned its interest), bills of sale showing the chain of ownership, Vehicle Inspection Certificate VP-15, DOT Form HS-7, EPA Form 3520-21, an odometer disclosure for 2011-and-newer model years until the vehicle is 20 years old (unless exempt under 49 CFR 580.17), Statement of Facts VP-22 if there is no MCO/MSO or title, and CBP Form 7501.

  3. Same guide: the Nevada title is branded 'Non-US Vehicle'; the guide defines this as a vehicle manufactured outside the U.S. that was not provided with a U.S. warranty ('gray-market vehicle'). Kilometers on the odometer are converted to miles at 0.6214.
