At a glance
- Import ease (where verified): Process documented; 25-year treatment not stated in the sources read. The DMV page describes a grey-market conversion process and does not address the 25-year exemption.
- Kei / mini-truck: No kei or mini-truck rule found in the sources read. No kei or mini-truck rule found in the official pages read.
What the official sources say
- Connecticut DMV defines a grey-market vehicle as one manufactured outside the U.S. and not built to U.S. safety and emissions standards; it may need modification, and EPA and DOT must approve it before registration. U.S. Customs Form 7501 (Entry Summary) must be signed by the importer and provided to the applicant.
Source: CT DMV: Imported vehicles manufactured with non-U.S. standards - Used vehicles: the owner must present proper ownership documents (foreign equivalent of a title) showing no break in ownership continuity; the EPA and DOT letters must be a permanent part of the ownership record. If DMV is not satisfied with ownership documentation, a surety bond of two times the vehicle's book value is required; it is cancelled automatically three years after validation of the registration.
Source: CT DMV: Imported vehicles manufactured with non-U.S. standards - The page says U.S. DOT and EPA forms are not required (the Customs form still is) if the importer submits documentation from those agencies that the vehicle complies with or is exempt from U.S. emissions and safety standards; both documents must indicate compliance or exemption.
Source: CT DMV: Imported vehicles manufactured with non-U.S. standards - To register after the vehicle passes DMV safety and emissions inspections, bring the DMV Safety Inspection Report, CT Emissions report, EPA approval letter, DOT approval letter, CBP Form 7501, a Connecticut insurance card and proof of ownership documents. A temporary plate is issued only after the vehicle passes the DMV safety inspection. Sales tax is collected at registration: 6.35% for vehicles purchased at $50,000 or less and 7.75% above $50,000.
