What the official sources say

  1. Alaska DMV: AS 28.10.068 and AS 28.10.221(e) allow vehicles 25 years or older that were legally imported into the United States to be titled and registered without meeting current FMVSS. If properly imported and the ownership and importation documents are supplied, DMV issues a standard Alaska title and registration; FMVSS labels, manufacturer compliance letters and other federal safety documents are not required for these vehicles.

  2. Vehicles under 25 years old must meet all FMVSS for a standard title; with no permanent FMVSS label (49 CFR Part 567) the applicant must supply a manufacturer's letter confirming the vehicle was built to all FMVSS for highway use, otherwise DMV cannot issue a standard title or registration for on-road operation.

  3. Documents: Manufacturer's Certificate of Origin or comparable foreign ownership document; original bill of sale, assigned title or comparable transfer document if applicable; CBP Entry Summary (Form 7501) plus any EPA/DOT compliance documents issued by CBP. A USAREUR or other military registration is not proof of ownership.

  4. All vehicles with foreign ownership documents must be inspected on Form 811 by an authorized Alaska DMV inspector, law enforcement or a State Trooper. The vehicle must be physically in Alaska on the application date (AS 28.10.201) unless the applicant is an Alaska resident presenting a valid MCO.
